While anyone can operate a license, there are minimum thresholds that must be met to earn rewards. All current licenses must have a minimum uptime of 25%, terms last for 12-month lease and have a 60/40 split between Telco Gigs and you as the License Operator. Marketplace standard split = 50/50.
